BALTIMORE COUNTY RENTAL LICENSE INSPECTION

 Edwards and Son Home Inspection will perform your Baltimore County rental license inspection ,which includes all paperwork that is needed to obtain your Baltimore County rental license.Edwards and Son will provide your Baltimore County rental license inspection sheet,3 page rental housing application and 2 date stamped digital photos, printed on-site ,for the flat fee of  $145.00.  When the rental license inspection is complete, you will have everything needed to obtain your Baltimore County rental license. If you are not able to be present at the time of the inspection , Edwards and Son can send your report to your email  address.

Baltimore County has set forth a comprehensive list of items to inspect before a passing inspection sheet can be issued. Here is a guideline for all Baltimore County rental property owners.



SMOKE DETECTORS

A hardwired smoke detector with a battery backup must be located in the hallway or corridor outside of the sleeping areas.
If the property has a basement,a hardwired smoke detector with a battery backup must also be located in the basement, and it must be interconnected to the smoke detectors outside of the sleeping areas.



EXTERIOR

Gutters and downspouts must be operational. Electrical connections from the utility pole to the property are secure. A/C unit connections are secure with no exposed wiring.  All exterior lights must have globes and all exits need to have an operational light. Any holes in the exterior of the property must be sealed to prevent animal infestation. Decks,railings,fences and gates must be structurally sound.

STAIRWAYS(INSIDE AND OUT)

Handrails must be in place for any stairway with more than 3 risers.



BASEMENTS

If the property has a sleeping area in the basement, there must be 2 ways of egress

#1  basement steps leading to the 1st floor
#2  basement door with a thumb turned dead bolt (NO KEY LOCKED DEADBOLT)  or a basement window with at least a 5.5 ft opening and a sill height no more than 44 inches from the floor.



HOT WATER HEATER

The temperature and pressure relief valve must be piped down to the floor. If anyone was near this hot water heater when the pressure relief valve released, they would be scalded with hot water.



Gas hot water heaters must also be properly vented.



WASHER/DRYER

All hook ups and connections should be leak free. The dryer needs to be properly vented to the outside of the property.

ELECTRIC PANEL BOX

An access of 30x30 inches must always be maintained. There cannot be any visible scorch marks,loose breakers,missing beakers,open knock outs,missing panel covers or any other issue that would deem the main panel unsafe.


No exposed wiring, all junction boxes must be covered, all switch and receptacle covers must be present.



FURNACE/BOILER


Furnace must be working an operational. If the furnace is gas fired,it must be vented properly. Venting will be inspected for holes,corrosion ,rust and tight connections.

KITCHENS

No leaking at sink connections. Garbage disposal must be operational and have a proper electrical connection.Stove,refrigerator and dishwasher must be in working order.



BATHROOMS


Must be a ventilation fan or an operational window.Floors and caulking must be in good condition, toilets flush, sink provides hot water and does not leak.

ROOMS ON ALL FLOORS

We will be inspecting the perimeter of the room for signs of on going water damage that can lead to mold, testing random outlets for proper grounding. All switch and outlet covers must be in place. No open junction boxes or any exposed wiring.






WINDOWS

All 1st floor windows must open and lock. No broken or missing panes of glass in all windows.



CARBON MONOXIDE DETECTORS

As of October 13th, 2010 all Baltimore County rental properties that have fuel burning appliances  (furnace,hot water heaters,boilers,stoves ect.) must have a carbon monoxide detector outside of the sleeping areas. The carbon monoxide detector can be hard wired, plugged in or battery powered and must be maintained by the tenant.
